Four stages, one mandate
The UAE e-invoicing mandate rolls out in a voluntary pilot phase followed by three mandatory phases, split by revenue threshold and entity type. Each mandatory phase has two fixed dates: the deadline to appoint an Accredited Service Provider (ASP), and the date mandatory go-live begins.
The Phase 1 ASP appointment deadline was extended in May 2026, from the original 31 July 2026 to 30 October 2026 — the go-live date of 1 January 2027 has not moved. Businesses should plan against the go-live date, not the ASP deadline, since ASP onboarding and ERP integration both take time.

What is the Phase 1 ASP appointment deadline?
30 October 2026. This was extended in May 2026 from the original deadline of 31 July 2026; the 1 January 2027 go-live date did not change.
Can my business adopt e-invoicing before it's mandatory?
Yes. The voluntary pilot phase opened on 1 July 2026, allowing any UAE business to adopt ahead of its mandatory phase.
What determines which phase my business falls into?
Primarily annual revenue: AED 50 million or more places you in Phase 1. Below that threshold places you in Phase 2. Government entities fall under Phase 3 regardless of revenue.
What happens if we miss our go-live date?
More than a compliance gap — under Cabinet Decision No. 106 of 2025, missing your go-live date carries specific financial penalties: AED 5,000 per month (uncapped) for failing to appoint an ASP or implement the system on time; AED 100 per invoice or credit note issued outside the system, capped at AED 5,000 per month; and AED 1,000 per day for late notification of a system malfunction to the FTA or a data change to your ASP. On top of these fines, a PDF, scanned, or paper invoice is no longer a valid e-invoice once your mandate date applies, which also disrupts VAT reporting and audit readiness. Starting ASP appointment and ERP readiness work early avoids both outcomes.
